document reviewing and report generating system

hi i am currently planning a system that will allow editing of documents by various users until the final approved and confirmed stage. At that point reports would have to be generated based on the data entered into these forms/documents. Therefore I would like to know if there already any such related complete systems or scripts i could use for this purpose. thanks
