Can i use ASP to create a table for PostgreSQL ?? I mean the SQL statements will be in the ASP page.

Sure. You just need a suitable connector. ODBC or .net or whatever you use to connect.
Search the pgsql mailing lists and you should be able to find some folks who've done just that.
