Net Neutrality bill

I've read about this a few times on /. and such sites, but I'm still a little in the dark about it, and especially what it would mean for me as someone who is not a US citizen and doesn't live there.

Can any of my cousins from across the pond shed some light?

Some companies that control the internet infrastructure want to create a class system where those websites that cough up large sums of money will have their pages travel faster through the internet highway and small sites will get screwed on the internet dirtroad.
