Have you looked at Blackboard? Many universities use it, and it's quite popular.

Apparently http://www.moodle.org is becoming popular, my college is starting to use it, its a fully scriptable php engine designed for education academies

My college just installed Moodle. And it's free.

Although I haven't had a proper look at it's features, and I doubt it includes all of the features you require.

... having said that, you could always program your own modules and plugins to go into Moodle, so it shouldn't be that much of a problem for you, especially with an already wide range to choose from.

• 1 for Moodle as well; I used it in my ecommerce class and as an instructor I found it easy to use and quite powerful.

Moodle looks like it's ripping Ubuntu graphics 😉 Course categories list.... the icons look way too much like the Ubuntu 3-person circle. Other than that, it looks pretty good.
