Something like this would probably work:

UNION

AND t2.fnl IS NULL))
Order by...
Limit...
By the way, I noticed that you ask a lot of questions on these forums and not answering any. I think that you should start to answer a few questions as well, giving something back to others that need help. I personally will probably not answer your questions in the future if you don't.
