Adding domain name in <a href="

Hi Guys,

Say $content contain a html page that have a lot of

<a href="here"> bla bla bla <a href="there">

Say, my domain name is "http://domain.com"

I want to change <a href="here"> into <a href="http://domain.com/here">

What would be the most efficient way to do so?

What about if I want to do it only to one of the anchor?

One of the values from the $_SERVER array might be of use. I forget which as I rarely use them.
