I've never found php.net's to be at fault.

As for your question, the timeout parameter is measured in seconds. If you truly want to subdivide it further, you would need to look into a function like [man]stream_set_timeout/man.

My guess is seconds, since it's a float value, but I don't know for sure.

PS: There's a user's note on the page that says, "The documentation fails to note that 'float timeout' is defined in seconds."

Also, I'm about 99.99999% sure it's seconds because if you look at coding example 1511 on that page, you see that they used "30" as their timeout for opening a connection to a remote server.

Now, I know servers with high-quality backbones can be insanely fast, but 30 miliseconds seems like an awfully short amount of time to expect a connection to a remote server to be made.
