need help with error in an upload file script

This is the error Im getting when I choose a file to upload and click submit

Does the user who is running PHP (System or whatever) have available permissions to the temp directory?

Funny, but yes... If it's hosting, uploaded files puts in the tmp directory and you have permission to read ONLY that file from this directory. Thats why "move_uploaded_file" func exists...
