<?php will always work. <? can be set to off with some server setting. In addition <? will cause trouble if you have xml or other tags that start with <? as well. From PHP6 <? will no longer be an option, then you have to use <?php. The functionality won't change if you change tags, don't worry about that.
In short, use <?php and not <?.
