I assume that no one else is having a problem which means that for some reason it is just my system.
I copied the .swf file with the Cheetahs to my computer and opened it in internet explorer.
The CPU goes as high as 88% which is lower than it is when viewing PHP Builder which can cause it to go to 99%.
The memory useage goes to 35,100K.
The strange thing is that while I keep the flash file running in I.E but focus on another application the CPU usage for I.E goes back to 0 and the memory stays the same at 35,100K.
If it just appears to be me having this problem then I'll just have to play around with my laptop and computer to resolve the issue.
I had thought that this was perhaps affecting other people as well but as usual it's probably just me. :-)
Thanks.
