Are Posts with URLs Moderated?

I didn't see anything in the rules, guidelines, newbie thread, or anywhere else that said that posts including URLs are moderated. However, judging from the cryptic message I received when posting and the lack of my post showing up afterward, I assume that posts by new users that contain URLs are moderated to prevent spam.

Can this be confirmed? And if so, can it be made more explicit, either in the forum rules, newbie guidelines, or something else? Also, at what point or number of posts (if any) would the URL moderation be lifted? My apologies in advance for double-posting. For reference, the relevant post is here.

I also noticed when I tried to PM a moderator about this that I can't PM either, which I assume is something else related to my postcount < 5. If I've overlooked something that explains these rules / restrictions, I'd appreciate it if you could point them out to me. Just wanted to clear these things up.

That's jumping to conclusions...... it's not the fact that you have a URL (especially a PHPBuilder-generated [man] link). When you registered you agreed to the acceptable use policy, including the bit that says

We reserve the right to delete any message and/or restrict posting rights in our Forums for any reason whatsoever.

The filters are being tweaked, as spam is a moving target.

I don't know anything about PMs; I for one don't respond to random users who send me private messages, and I suspect that's common among the other moderators. As noted in the guidelines:

DO NOT send a member of the forum an IM asking them for help. The forums are the places to ask for help with issues. Sending an IM to a member is no better than a telemarketer calling you at dinnertime. It's rude, and unwelcome. Don't do it. Only send IM's when invited.

All new users posts are moderated, just for a short time, and yes it is to circumvent spam attempts.

Interesting, that would explain why the post I just made doesn't show up yet. Any idea how long I should wait before I check back to see if it shows up and read the replies? Hours? ...or just wait until tomorrow?
