User / system requirements document

I have chosen for my college project to build a content management system. However, i need to write a system and user requirement document. Im unsure what sections i should put inside and whether the two documents should be combined into one?

So far i have come up with this list of sections:

1. introduction

2. user requriements

3. system requirements

4. security

5. platform

6. interface specification

7. administration specification

However, im also not sure how this should be compiled. Numbering convention should be used and are these documents normally supported by any other documents and what standards could i include - W3C....etc
