can someone please explain what this means:

<a href="#" onClick="javascript:window.open('?m=help&amp;dialog=1&amp;hid=', 'contexthelp', 'width=400, height=400, left=50, top=50, scrollbars=yes, resizable=yes')">Help</a>

and more importantly this:

http://localhost/eagle.php?m=files#files.index

i am interested in the '#' part.what does it mean?

The text after the '#' is the name of an anchor.

Don't know what an anchor is? Visit W3Schools' page on links.

The "#" is used to specify a named anchor on the linked page, which the browser should scroll to when the linked page is displayed. The named anchor can be an <A> tag with a NAME or ID attribute which matches the value after the "#", or it can be any other HTML element with that value as its ID, e.g.:

<a name="foobar"></a>
...or...
<p id="foobar">yadda yadda yadda</p>

To jump to that point on the page: <a href="pagename.html#foobar">link</a>.
