parsing unicode ini files

i am trying to parse .ini language files for different languages.
i am using parse_ini_file() which succeeds in parsing english language only(i can't parse arabic language)

can anyone help with a modified version that parses arabic and other languages as well?

On the manual page for [man]parse_ini_file[/man], one user-contributed note claims that a function found in another user-contrinbuted note can handle unicode files. Here's the function:
