Designing a site in different languages

i have been given thhis task to design a website that allows for changing the language. Currently i must include english as default, spanish and french. pliz help, i dont know whether to store the text in a database or to use different files for each language.

Use a different file structure for each language then include the appropriate language files at runtime.
