How to convert windows-1255 to utf-8?

Hi,

I'm trying to convert text from Hebrew (windows-1255) to utf-8. If you know how to do that then I would be happy if you tell me how 🙂

I have this class (attached) but when I try use it I get this error message:
" Error, can NOT read file: W:/www/testcase/modules/ConvertTables/windows-1255 "
