Encoding problem: bad result after trying to convert 'windows-1255' to' utf-8'

Hi,

My site encoding is 'utf-8' and I'm trying to read an RSS which is encoded in 'window-1255'.

When I display the page in my local site it looks perfect but in the live-site it looks like that:
http://208.109.106.11/my_rss/rssreader.php
