COTS recommendation for web site builder

Does anyone have a COTS (Commercial off-the-shelf) recommendation for software to build canned PHP based web sites. I am basically looking for something that will provide me with some template-based shells of a web site which I could then modify -- basically something so that I do not have to start from scratch.

if its commercial you probably have limited rights to modify it, sounds like you want any one of the hundreds of CMS out there in the public domain.
