Partner needed

What I am looking to do is partner up with some people for my next project.

What I have in mind is somewhat like Subdreamer and Xoops in the affect it has plugins and the likes.

My goal is to create a site framework. It will have users, template, plugins, language packs, the whole nine. But the difference between what I am going to make and what is already out there is; I want to make a piece of web software that you plug a CMS or eStore or classifieds plugin into to make the site become that type (or multitype) site. Or, if you don't want any plugins, then you already have a user system, templates, plugins, etc base to work from.

Catch my drift?

Is it open source? Do you have any examples of one in existence?

I don't normally post work in forums, but it's on many sites now...I'm already sharing with one very busy studio up in the UK and that's as far as I hope it ever needs to go.

Not open source (but I have released a smaller os cms).
