MYSQL Charset Questions?

Hello , i'm building a blog for my personal website with MYSQL , the language i used is Vietnamese , when i use PHP connect to MYSQL and mysql_fetch_array , it displat ? mark ! I think it's charset error . I've check PHPmyAdmin but PMA display the charset is OK ! Here is the picture
The first one is MYSQL Record Table , the second is PHP Display . Some charater like #xxxxxx displays ok ( HTML Special Char , not a function 😃 ) , some words like co' -> PHP Display ? . Please help me 😃 😃 Sorry for my bad English

You may need to specify your charset at the VERY START of your page: something like:

$charset='iso-8859-1';  //I have NO IDEA what charset you should be using!!
// figure it out and put it there!!
echo "
<meta http-equiv='Content-Type' content='text/html;charset=$charset'  >
";
echo $everything_else_on_your_page;

Some bright poster may know the right charset...

PS: Some Safari versions just ignore the user-specified charset and display whatever they please.
