No we won't be rich. The reason there seems to be so many web devs out there is because there are. With Dreamweaver or Frontpage, anyone can design a site. It's become too easy. But now that anyone can do it, no-one wants to do it (i.e. no-one in the business world). So they outsource to companies. But eventually those companies that charge too much for sub-par work will filter out, and those that charge too little will fall down also. There will be a few that do stellar work for little money that will spring forth though.
I'm not in this to get rich. Web development isn't a "rich" business. It's not like we can sell this stuff in stores (well, good designs can't be). And because we can't produce thousands of sites a day, we won't ever grow as fast as say a shoe-maker or software developer that can ship thousands of products once completed (because they're easily reproducible).
The short answer is no, we won't be rich. But we can live a fruitful life off of our talents. And you don't need to design the hippest site, or the slickest site, but the most functional site. Functionality beats out design every day. So web developers won't get rich, but PHP application or web application developers might get a shot 😉
