Well, if you mean there is absolutely nothing in one table to reference anything else in another table then, while it is still possible to join, it will be pretty useless because everything or nothing will match.
but from what it looks like you have group information in both tables, so even though their keys might not be in sync with each other, you can still reference,
this may not be the case depending on what the actuall information in the rows are, if your tables are not "normalized", joining them becomes a problem
can you give a sample row readout from the tables, meanign what the actual information in there looks like? that way I can probably be more helpful to you.
