I'm not a fan of sites resizing my browser (too many older porn ads did that), so the base-site (www.wildnorthwest.org) starts off on my bad side....
The link you gave is a 404 🙁 So no-one can really say too much about it.
For what you're talking about, PHP is a good backend for this. Before you pay someone to do this for you, I'd look into maybe merging some opensource packages together to get what you want. Something like Joomla or Mambo with Gallery should be able to get you started. Drastically reduces the work-load.
