I can't understand why you want it, but the above should work. I may have gotten the numbers wrong, could be 3, 0 or 3, 1 or 4, 0. I simply can't remember it at the moment. But that is easy for you to test.
"3, 1" should be the one you want, I believe. You'll also want to add "DESC" to the ORDER BY clause:
SELECT <blah blah blah> ORDER BY col_name DESC LIMIT 3, 1
