Disregard this post. i found the answer, and I don't want anyone to spend time looking at this and wasting their time.
oh my..it's late and my head hurts. I walked away for a couple minutes, came back and realized my problem. I was double using the variable "$county". Ugh, what a cheesy mistake.
Please don't waste your time on this one.
