Finding out where PHP Local value was set

Hello,

I am trying to install Joomla in an existing site. From phpinfo I found that the system
was accessing php.ini at /etc/php.ini. When I change php.ini some of the changes work for both Master and Local value. What I am most concerned with is changing
the safe_mode from On to Off.

Try as I might, I couldn't find where the former administrator changed the Local value. I've looked at all directories in the doc root and down for an htaccess
and I have looked at the httpd.conf files of Apache.

Is there any way of finding where the local value was set?

safe_mode can only be configured at the system level, i.e. php.ini or httpd.conf.
