Errors While installing a PHP site Please Help!!!!

Dears, I am fed up with the following error, whenever i tried to upload a small PHP site. Why this error comes?, I have checked for any errors in CHMOD, files, file names, directories and config.php with my limited knowledge( I am new to PHP). Please help me! The error is:

Warning: main(/home/user/public_html/mlm/lib/stdlib.php) [function.main]: failed to open stream: No such file or directory in /home/porinju/public_html/mlm/config.php on line 91

Fatal error: main() [function.require]: Failed opening required '/home/user/public_html/mlm/lib/stdlib.php' (include_path='.:/usr/lib/php:/usr/local/lib/php') in /home/porinju/public_html/mlm/config.php on line 91

The error message is telling you that the script is trying to do something with a file named "/home/user/public_html/mlm/lib/stdlib.php" but is unable to find it. Either the file does not exist, or the web server user (usually different from your login account user) that is running the PHP script does not have sufficient permission to read the file or the directory that it is in.

file exists, CHMOD is 755 for the folder and the file. db user has all previlages, from the line 91 the code is:

Be sure to check the spelling of the file names, remembering that *nix system file and directory names are case-sensitive.

Thanks for your help. I have added your debugger code before the error code line in config.php file (is it the right way?) then the error message has changed to:

Fatal error: /home/user/public_html/mlm/lib is not a directory or is not readable. in /home/porinju/public_html/mlm/config.php on line 117

I have again checked the lib directory and nothing find unusual. If there is any errors in the siteadmin.php file which is I am trying to execute ?

If you are sure that the "/home/user/public_html/mlm/lib" directory exists and matches that spelling, all I can think of is to make sure that each directory in the path has at least read and execute permission for all (755 or 777). Otherwise, the web user account will not be able to read its contents to access lower-level directories.

It might also be informative to do an echo of $_SERVER['DOCUMENT_ROOT']. If it is not "/home/user/public_html", then the $CONFIG->libdir parameter is not set correctly.

Other than that, I think I've run out of ideas.
