ban him thru proxies???

Hi, Im new to this and I need some help. I am not completely stupid when it comes to computers, but there is alot I do not know yet.

There is a guy who comes to my friends chat room and says nasty things. My friend banned his orig IP, but the guy is now using proxies and comes back. He is driving us all mad! Is there a way to ban this guy for good, eventho he is using proxies?

Plez help if you can or come visit us in our rubber rooms! Thx!

I am afraid it is very difficult.
There is some check to tell if somebody probably is using a proxy.
But to stop all using proxy would maybe stop several of nice people, too.

The only I can think of, is the usual:
Members would need to login with username/password.
