The include_path setting should not matter, since the [man]include[/man] manual page states that, "If filename begins with ./ or ../, it is looked [for] only in the current working directory."
Afraid I don't have any suggestion for you, though. So far the wildcard in this situation seems to be Xitami, though I cannot imagine why it should affect how PHP is resolving file paths. I've used phpMyAdmin without any problems on both Windows XP and Vista, both with Apache (XAMPP and WAMP installations on XP and Vista, respectively).
