May I be so bold as to suggest Bazaar version control, and then just publishing your branch on a web server of your choice?
On the other hand, I have to warn that while Bazaar itself is mature in most aspects of version control, many of its supplementary tools (e.g., Windows GUI) are not mature. Oh, and despite improvements, its performance over the network is still rather laggy, especially over sftp. These weak points might not matter for you, however, if the ease of not needing to find a host that has a VCS installed is more important.
That said, a host that I use, GrokThis does support Subversion. It is pretty much a developer centric host, actually.
