If you're running LInux, you could scrape by with that. If you're running Vista, you'd want more memory. If you're running XP, you should be okay, but I'd push for more memory.
What's your budget? What do you really need as oppose to want? I.e. do you need an enclosure or do you want to have a different one? Do you need a warranty plan, or is it just there to make you feel better?

Hopefully that helps you out some. You can probably cut down in some areas (like CPU speed) but I'd suggest you stick with the 4 gigs of memory. That way you can run plenty of apps at their best speeds 😉
Oh, and notice that for just less than the Intel, you can get an AMD processor that screams past the Intel 😉 AMD makes a good product. And with things such as separate caches for each core (rather than one shared cache) you could see some performance increases with an AMD as opposed to the Intel.
I should point out that shipping is going to cost you (depending on speed & distance); however, NewEgg usually has some fast shipping, and it usually comes before the last possible date to be delivered.
I should also point out that these aren't meant to be the "be-all end-all" of AMD or Intel configurations. They're just what I quickly ( and I mean in less than 45 minutes ) threw together. You could probably tweak things here and there to knock off a few dollars (or add a few hundred) to get better performance and what not. But for $700, and you only having the monitor(s), keyboard, mouse & enclosure, this is really good.
The only thing Dell, HP, Sony, and other retailers have is a "Limited" warranty which comes down to you shipping your PC off. By purchasing each item individually, you can either RMA it to NewEgg for a replacement (within like 30 days); or, most items have like a 3-year warranty by the manufacturer which you can use. Personally I'd rather deal with Abit, or Intel, or XFX myself rather than have Dell do it for me 🙂
