CSS scalability

Hello,
I'm working on a putting together a site right now for a client, and I'm going the pure CSS route. However, I'm having trouble with scalability, among other things. Right now it looks solid in Safari on Leopard, but I'm not sure how it looks on other computers, but I do know that when I change the window size from full to almost anyother size, objects start messing up, rather than staying in their position. I mean I'm not using the position attribute which might be why, but I was under the impression that's poor form to use.

I think for the most part, I've fixed my scalability through the use of min-height, max-width, etc. However, right now I'm having trouble making my menu the proper size because on some browsers it's just right and others there is a break between the menu and the section thus cause the background to seep through where it shouldn't. For instance, when clicked on a section so the background of the button is peach, it should connect to peach section below, there shouldn't be a gray line interrupting it.
