Locked table test

I'm sure that this is probably a basic thing that I am overlooking, but is there a test that can be done to state whether a table is LOCKED or not. Is there a particular query that can check this that would return one of two results like,
"yes" if the table is locked, "no" if the table is NOT locked.

I hope I explainted this properly.

As in relational database table? If so, you might want to state the RDMS that you are using.
