member database & event registration

Hi,

I'm setting up a site where there would be a database of members and monthly events. They would like to have the ability to view/search members, have members sign up for events & pay with paypal, send emails to all members, & download events to outlook. There should also be the capability of signing up multiple people for the events. I'd like to find out if there is something pre-built that I can use, before writing this from scratch. Does anyone know of such a thing? Or is there something that has most of these features and is customizable?

There are many Content Management Systems available: Joomla, Drupal, etc... they are proven platforms upon which you could expand.
