Well, first there's pagination functions and such posted all over this board you could use. Then it's just a matter of putting that info into an XML sheet, and defining your HTML template inside of XSLT sheets, and including that XSLT sheet in the XML file.
If you're talking about the "<<<" characters, then use < rather than < characters.
