Is it possible to create a MP3 file song, through PHP code?

I suppose it's possible. Whether it's a good choice of tool is another issue. Are you talking about converting a song from a regular music CD, or somehow creating a MP3 file from some sort of musical notation input or such? In either case, you would need a solid understanding of the MP3 compression algorithm, as well as its file format.

Can PHP convert a file into a different file format?

Not via any built-in functions. It can open the original file and read it byte by byte, but you would need to write/find additional code to do the conversion of those bytes into the set of bytes needed for the new format. My guess is that you'll be a lot more likely to find a C|C+|C++ program for such a conversion. If you can find one for the particular platform you are working on, you could call that program from within a PHP script if the program has a command line interface via the [man]exec/man function.
