How do I create tabs like the ones at www.crazyegg.com?

Upon a user select mousing over a tab, the tab gets highlighted - Even with JavaScript turned off.

Look at their CSS and find out - it's all there for you. I didn't bother to open their CSS myself, but I'll bet a good hint would be to look for the :hover pseudo-class.
