Technically what you have there is fine; although, there is a link included in that. Can you wrap your code in [code][/code] tags? That way urls aren't parsed.

The problem is with the text included in the 'warning'
<a href="http://rules.php#warning" target="_blank">
Your code has quotes:

If your code is like:

echo "<a href="http://rules.php#warning" target="_blank">";

You'll have problems. Either escape the internal quotes,

echo "<a href=\"http://rules.php#warning\" target=\"_blank\">";

or use single quotes:
echo "<a href='http://rules.php#warning' target='_blank'>";

Okay, are the &#91;url&#93; tags there because they're supposed to be? Meaning that you've got some sort of BBCode processor on $msg?

I'm guessing that if you're putting the BBCode in there, that's where it's going wrong, but if not, then it's something else before line 88.

I changed your post to use &#91;php&#93;&#91;/php&#93; tags.
