Need some help getting data from text file

have this external file.

http://radar.weather.gov/mhx_NCR_overlayfiles.txt

I need to get the image paths and info that start with

RadarImg/NCR/MHX/MHX

They seem to be between commas.

Can someone lead me in the right direction to extract this data.
