You can use RSS to read articles from another site. Of course, the site has to have rss feed, but most news related sites do have one (or more). It's up to the other site which information to give - title, abstract or full article.
You can find some rss parsing class with google or you can parse rss files yourself (with built-in modules to parse xml- [man]simplexml[/man] for example - rss file is xml file with some special tags).
