Points calculator, where to start?

Hey, im looking for simple way to create somekinda "Skill calculator", idea would be simple.

If user clicks on one picture, it would add 2 points, in the end it would tell you how many points you need and what level you need for it. Each option would add different amount of points, little like World of warcraft talent calculator. (http://www.worldofwarcraft.com/info/classes/warrior/talents.html).

So, how can I do this, if you have some guide / starting points, I would be happy to start learning, thanks.

Do you just want to display it to the user or do you need to process/store this information? If it's just for the user's benefit, Javascript would be the easiest, fastest way to do it.

At the moment I dont see any need for storing, but of course that option is always nice, not "must to have". I have only exprience in editing script source, simple lang-strings, so first option sounds more friendly to me.

Of course, Im looking to help myself too and learn how I can start making these, since I have no clue how they make this "talen/skill calculators. There is so many out there, so I thought there gotta some basic guides how people manage to do their own applications.

I have looked many options, from loan/mortage calculators and tried to edit them for my needs, but outcome has not been good. Thanks for your reply.
