Isn't this link just an image? Isn't the browser doing the size re-adjustment?

How do I create whats shown in the image using CSS and HTML, whilst allowing the page to resize upon the user changing the browsers text size?
you cant with imagery that is static. for imagery to scale it needs to be repeatable.
How would you resize the rest though e.g. text divs etc?
