[RESOLVED] convert a string of characters

a friend of mine spotted some strange-looking code inserted at the end of one of his pages - here's a chunk of it : "%2F%75%73%6F%71%2F%64%75%6D%6D%79"

i need to convert it to normal characters - do you know how i can do this without a regex ?
