I was wondering if I were to turn my PC into a web server by installing PHP< MySQL, and Apache, would I be able to send MIME mail from my computer to other people?
Probably not (due to most ISP's blocking port 25 for spam reasons). You may be able to, but you will most likely need to route your mail through your ISP's mail server.
