If you mean connecting to a website using a mobile phone browser then there is very little difference. The main consideration will be the screen resolution - which is for obvious reasons much smaller than PC browsers. You might want to look into targetted CSS using the @media statement.
Very old phones might only support the now outdated Wireless Application Protocol (WAP), but they've pretty much gone the way of the dinosaurs.
