If JavaScript is turned ON!:

Using JavaScript, how do I display a div upon a link being clicked?

If JavaScript is OFF!

How do I navigate to a different page upon the link being clicked?

For Javascript on you could use the divs id and change css hidden to visible:

var ref = document.getElementById("id");
ref.style.visibility = "visible";

for javascript off why cant you use an a tag?

You can use the <noscript> HTML tag to display the desired link if JavaScript is not enabled.

Or better yet use some so-called "Unobtrusive JavaScript" (search for details); write the link for the non-JavaScript audience, and use JavaScript to add the event handler.
