UK Map with drill down to page about areas

Hi all,

I want to develop a location pages sytem which incorporates a map where you can drill down to a city and then display a page about that city.

Ideally users can drill down using the map or also the text links(underneath the map for SEO purposes). Any idea how i would do this map and php menus.
