Text Entry - Complex

I dont know where to start.

I am looking to create a text entry page for a website that allows the user to enter rich text information (copy and paste directly from word) and the page rememberse the formating, saves it to a table (text field?) and then when a page is called it replays it.

Identical to how these bulletin boards work!

However i dont even know how to do this! is it java? PHP? Where's a good place to start.

You should checkout one of these WYSIWYG editors. Both of them are good, althought I personally like TinyMCE because its a little bit lighter.
