Email Form that sends copies

My friend is running for a local seat on the City Council and asked me to make his site ...but the election laws state that you must keep copies of emails sent to and from . Since I am a lowly graphic designer can someone tell me how its done...
A web email form that would keep copies of all emails sent via it . Thanks for any help I could get.
