Pictures with text, and rating systems

I(the users) would love to be able to upload a picture then add text to it right on my website, very similar to this http://mine.icanhascheezburger.com/

Also I would like to know how to make a rating system as well and how to add the text to put it onto a web site, you can see what I mean by the pictures 🙂
